Proposition 123 Resident Support
DOLA's Affordable Housing Support Fund provides funding for various homeownership and homelessness programs administered by DOLA. It is important to note that individuals do not apply directly for Proposition 123 funds. Instead, they apply for specific programs that are supported by these funds.
DOLA Funding Opportunities
Homeownership
Funding for homeownership programs and projects, such as down payment assistance, new construction and acquisition rehabilitation, mobile homes and parks, and single-family owner-occupied rehabilitation
Homelessness
Funding for homelessness programs and projects through Office of Homeless Initiatives programs, such as prevention and diversion, street outreach and inreach, emergency shelter, transitional and bridge housing, rapid re-housing, and permanent supportive housing
Local Capacity Planning
Funding to support local governments' capacity, expediting development review, permitting, and zoning to address affordable housing
OEDIT/CHFA Funding Opportunities
Land Banking
The Land Banking program provides grants to eligible local or tribal governments and forgivable loans to eligible nonprofits with a demonstrated history of providing affordable housing. These funds must be used to acquire and preserve land for affordable for-sale housing or affordable rental housing.
Equity
The Equity program provides below-market-rate equity investments to eligible for-profit and nonprofit entities for the construction or preservation of low- and middle-income multifamily rental developments.
Concessionary Debt
The Concessionary Debt program provides loan options to for-profit, nonprofit, local governments, and tribal governments to support affordable housing projects, including Multifamily Finance, LIHTC Gap Finance, LIHTC Predevelopment Finance, and debt financing for modular and factory-built housing manufacturers.
