The act creates 3 new programs to be implemented and administered by the Division of Housing (DOH) in the Department of Local Affairs. DOH is required to adopt policies, procedures, and guidelines for each program on or before November 1, 2024; except that, if there is insufficient funding before July 1, 2025 to implement and administer the Child Care Facility Development Capital Grant Program, then DOH is required to adopt policies, procedures, and guidelines for this program on or before November 1, 2025.
DOH, in coordination with the Division of Local Government (DLG), Department of Early Childhood (DEC), the Office of Economic Development and International Trade (OEDIT), and Executives Partnering to Invest in Children (EPIC), plans to have drafts of the policies, procedures and guidelines for the Child Care Facility Development Toolkit and Technical Assistance Program and the Child Care Facility Development Planning Grant Program posted to this page on October 23, 2024. Feedback will be accepted from October 24th through October 28th 2024. After reviewing feedback, the formally adopted policies, procedures, and guidelines will be posted to this page on November 1, 2024.
Updates about development of the 3 new programs will be provided here during the development process.
