Welcome to Engage DOLA

<p>The act creates 3 new programs to be implemented and administered by the Division of Housing (DOH) in the Department of Local Affairs. DOH is required to adopt policies, procedures, and guidelines for each program on or before November 1, 2024; except that, if there is insufficient funding before July 1, 2025 to implement and administer the Child Care Facility Development Capital Grant Program, then DOH is required to adopt policies, procedures, and guidelines for this program on or before November 1, 2025. </p><p>DOH, in coordination with the Division of Local Government (DLG), Department of Early Childhood (DEC), the Office of Economic Development and International Trade (OEDIT), and Executives Partnering to Invest in Children (EPIC), plans to have drafts of the policies, procedures and guidelines for the Child Care Facility Development Toolkit and Technical Assistance Program and the Child Care Facility Development Planning Grant Program posted to this page on October 23, 2024. Feedback will be accepted from October 24th through October 28th 2024. After reviewing feedback, the formally adopted policies, procedures, and guidelines will be posted to this page on November 1, 2024. </p><p>Updates about development of the 3 new programs will be provided here during the development process.</p><h2>Legislation Components</h2><h3>Child Care Facility Development Toolkit and Technical Assistance Program</h3><p>Create a support mechanism including training, web resources, and technical assistance to support local governments, private developers, and child care providers with the development of new family and commercial child care facilities including:</p><ul><li>Navigate the technical requirements for creating child care facilities</li><li>Build capital stacks and identify appropriate locations that will support the development of new child care facilities</li><li>Understand local planning and regulatory best practices to address child care needs, supply constraints, and affordability</li><li>Expert consultants and technical experts to advise and support the implementation of recommended solutions</li></ul><h3>Child Care Facility Development Planning Grant Program</h3><p>Create a grant program to help local government accelerate the development of new family and commercial child care facilities by taking actions such as:</p><ul><li>Hiring assistance to evaluate and adopt local policies to support child care development</li><li>Conducting a local land and facility inventory</li><li>Developing and/or implementing aligned regulatory requirements and streamlined review and approval processes/timelines </li></ul><h3>Child Care Facility Development Capital Grant Program</h3><p>Funding to directly support the development of family and commercial child care facilities that meet a demonstrable need in a community. Local governments may apply independently or in partnership with a non-profit or private partner.</p>

Land Use and Housing Legislation Implementation

<p dir="ltr">A future without homelessness requires proven solutions. The State of Colorado is working to help individuals by creating Supportive Residential Communities. These communities will help people to overcome challenges, develop stability, and achieve goals.</p><h2 dir="ltr">The Ridge View Campus Plan</h2><p>The Ridge View Campus in Watkins, Colorado has been transferred from the Colorado Department of Human Services to the Department of Local Affairs. The goal is to make the campus a Supportive Residential Community to help individuals meet their goals and become part of society again. The Department of Local Affairs will be seeking input from the public and other organizations to make the Ridge View Campus a success.</p>
