Land Use and Housing Legislation Implementation 

<p>Several hundred million dollars for affordable housing will become available in the second half of 2023 due to the enactment of <a class="fr-green fr-strong" href="https://www.sos.state.co.us/pubs/elections/Initiatives/titleBoard/filings/2021-2022/108Final.pdf" rel="noopener noreferrer" target="_blank">Proposition 123</a> by Colorado&rsquo;s voters in 2022. This funding will be overseen by the <a class="fr-green fr-strong" href="https://cdola.colorado.gov/" rel="noopener noreferrer" target="_blank">Department of Local Affairs</a> and the <a class="fr-green fr-strong" href="https://choosecolorado.com/" rel="noopener noreferrer" target="_blank">Governor&#39;s Office of Economic Development and International Trade</a>, and may be granted or loaned to the following types of organizations:</p><ul><li>Non-profits</li><li>Community land trusts</li><li>Private entities</li><li>Local governments</li></ul><p>Organizations are only eligible for this funding if their project or program take place in municipalities, counties, or tribes that have committed to increasing their affordable housing stock above a baseline amount; jurisdictions that have accepted commitment filings can be found at this <a class="fr-green fr-strong" href="https://engagedola.org/prop-123/news_feed/commitment-filings-for-2023" rel="noopener noreferrer" target="_blank">link</a> . Stakeholders should regularly visit this site to find explanatory articles and resources, and to offer feedback that shapes future materials, policies, and procedures relating to affordable housing commitments, and funding programs overseen by the Department of Local Affairs.</p>

Proposition 123 Implementation

This project page offers transparency and engagement opportunities in our Contracting and Process Improvement Phase.</p><h2>Our Two-Pronged Approach</h2><p>The Division has devised a comprehensive two-pronged strategy to achieve the Executive Order&#39;s goal:</p><ul><li><strong>Streamlining and Strengthening Application Processes</strong>: Our efforts focus on simplifying and reinforcing application processes to eliminate delays and bottlenecks, ensuring a smoother experience for all stakeholders.</li><li><strong>Clarifying and Setting Contract Loan Templates</strong>: We recognize the importance of clear contract loan templates in expediting processes and maintaining consistency. Enhancing this aspect will facilitate more efficient decision-making.</li></ul><p>These two targeted areas have been identified as the primary contributors to extended timelines and variability in grant and loan processes. Our commitment to addressing these challenges underscores our dedication to serving the community effectively and efficiently.</p><h2>Building Upon a Strong Foundation</h2><p>Our current efforts build upon the foundation laid during the 2022 Rapid Improvement Event, where we focused on internal processes and needs. <p dir="ltr">A future without homelessness requires proven solutions. The State of Colorado is working to help individuals by creating Supportive Residential Communities. These communities will help people to overcome challenges, develop stability, and achieve goals.</p><h2 dir="ltr">The Ridge View Campus Plan</h2><p>The Ridge View Campus in Watkins, Colorado has been transferred from the Colorado Department of Human Services to the Department of Local Affairs. The goal is to make the campus a Supportive Residential Community to help individuals meet their goals and become part of society again. The Department of Local Affairs will be seeking input from the public and other organizations to make the Ridge View Campus a success.</p>
