The Department of Local Affairs’ Division of Local Government (DOLA/DLG) has been directed to implement a number of land use and housing bills passed by the Colorado General Assembly in the 2024 legislative session.

- A draft Transit Center calculation model in a spreadsheet format
- A draft user guide for the Transit Center calculation model (see Section 2 in the Table of Contents)
- A webinar recording of an introduction and walk through of the tool
DOLA welcomes comments, questions, and feedback on these draft tools by December 16, and encourages jurisdictions to download the tool and test using it. Please provide your input using this form, or reach out to our team if you would like to meet to discuss further.

A draft Housing Opportunity Goal calculation tool in a spreadsheet format.
Draft guidance and step-by-step user guide for calculating the Housing Opportunity Goal using the draft spreadsheet (see Section 1 in the Table of Contents).
A draft parcel dataset (coming soon) provided by DOLA based on the Office of Information Technology’s statewide parcel dataset, with some Exempt Parcels already included. This is meant to help save Transit Oriented Communities time and GIS staff capacity if helpful, and is not required to be used. DOLA welcomes feedback on the draft dataset, and whether it would be helpful if DOLA added additional exempt parcel types to it.
DOLA welcomes comments, questions, and feedback on these draft tools by December 16th, and encourages jurisdictions to download and try out using these tools. Please provide your input using this form, or reach out to our team if you would like to meet to discuss further.

State agencies published draft maps in August 2024 to enable stakeholders to review and provide comments prior to this deadline. After receiving comments, state agencies have now made minor updates to the maps and accompanying documentation. If you have questions or would like to meet with state staff regarding the maps, please sign up for office hours or send us an email.
Please note: The Transit Areas established by these maps are for calculating the Housing Opportunity Goal, and not all of these areas need to allow for more dense residential development in their zoning. HB24-1313 enables Transit-Oriented Communities to meet their Housing Opportunity Goal in several different ways by choosing where to designate Transit Centers (i.e. allow residential development of a certain density). Additionally, these maps do not account for types of parcels that are exempt from the law (e.g. parks, industrial areas, flood hazard zones), which transit-oriented communities will remove before calculating their Housing Opportunity Goal.

Questions on the request for proposals are due at 2pm Mountain Standard Time on August 26 and final proposals are due September 11 at 2pm Mountain time. All questions must be submitted in writing to brenda.lujan@state.co.us.
The three scopes of work in this request will cover a timeline for work between approximately October 2024 and March 2027, while at least one scope may conclude sooner, with an anticipated end date as early as December 2025. In many cases, the due dates in law dictate the due dates for deliverables in these scopes of work and will require expedited processes and work products for both the consultants and DOLA.
Scopes of Work will include:
- Planning for Housing - seeking experience in technical assistance, guidance materials, and best practices for housing, local government land use, and facilitation of stakeholder engagement
- Compliance and Review - seeking land use code and compliance experts
- Strategic Growth and Natural Lands Reports and Guidance for Comprehensive Plans - seeking a consultant team experienced in multi-stakeholder facilitation, scenario planning, data analysis and synthesis, strategic growth planning, and integrating natural resources and land use planning

Webinar for Interested Firms
This webinar is for interested firms to learn more about the RFP Opportunity for 2024 Land Use and Housing Laws Implementation. The webinar was recorded on August 23, 2024 1pm Mountain Time. Questions and answers from the webinar, will be posted, along with other answers to questions received by 2pm Mountain Time on August 26, on the Colorado Vendor Self-Service website and the BidNet website, estimated to be no later than August 28, 2024.
